Project Overview
The Ministry of Energy & Water Resources of Jubaland has implemented Hafiir Water Dam in Shaftuug site , situated 90 kilometers north east of Dhobley, it is one of the locations designated for development under the Barwaaqo Project. The Water Dam Construction Project has been successfully completed, delivering critical water infrastructure to the community. This Project is Funded by the World bank , Supported by the Ministry of Energy & Water Resources of Federal Government of Somalia and its directly implemented by the Ministry of Energy & Water Resources of Jubaland State of Somalia.
The project aimed to improve access to clean and reliable water for both human consumption and livestock, while also ensuring sustainable water management through the provision of maintenance tools and renewable energy systems. The project activities included the construction of animal troughs, an elevated water tank, a watchman house, a water kiosk, and the installation of a submersible pump, generator, and solar system.
The project has significantly enhanced the quality of life for the community by providing a reliable water source, reducing the burden of water collection, and supporting livestock health. The inclusion of a solar system and maintenance tools ensures the long-term sustainability of the water dam.
Project Objectives
The Water Dam Construction Project in Shaftuug Area, Dhobley District, undertaken by the Ministry of Energy and Water Resources of Jubaland, aims to achieve the following objectives:
- Enhance Water Availability – Provide a reliable water source for the local community, especially during dry seasons.
- Support Livelihoods – Improve access to water for domestic use, agriculture, and livestock, benefiting farmers and pastoralists.
- Mitigate Drought Effects – Strengthen water security and reduce the impact of recurrent droughts in the region.
- Promote Sustainable Water Management – Ensure efficient and long-term water resource utilization for the community.
- Improve Public Health – Reduce waterborne diseases by providing cleaner and safer water access.
- Boost Economic Growth – Facilitate agricultural and commercial activities that depend on water availability.

The Project target Geographical Area is Shaftuug area of Dhobley District, Lower Juba Region - Jubaland State of Somalia.

Project Achievements
1. Construction of improved Water Haffir Dam
Excavated and removed top soil material and stockpile in approved area. 55m x40m x 3.2m Mass Excavation (in any kind of soil) for Haffir starting from the bed and for embankment gripping. Excavation of outlet canal structure 2m x 5m , Embankment and lateral wings, Desalting structure of the outlet, inlet and wires, Place in situ of 1.5mm HDPE geo membrane sheet and Inlet and outlet canal structures Site clearance and excavation work: construction of subsurface structures with concrete, wire, flushing outlet,
2. Installation of a 25-Cubic Meter Elevated Tank:
Construction of 30M3 Elevated tank With All beams (Tie Beam, ground beam, and ring beams.) The physical work that we observed is as per design and specification , Finishing work (screed and plastering of slabs columns, beams, and walls) , Paints (External wall, columns, and beams) and Water Supply System Installation
3. Construction of Animal Trough:
Animal Water Troughs-Concrete work: 9m thick concrete benching laid to falls and with and 9m x 5.5m thick floor slab Walling 150mm thick wall
4. Construction of Tap stand (water kiosks) & Watchman house
Tap stand (water kiosks) & Watchman house Finished with well , All structures, plastering, painting and fitting
5.Construction of Fencing and gate
Fencing and gate with all Site clearance and excavation for the footing of precast concrete fencing posts , Installation and fixing of precast concrete fencing posts and steel chain-link steel mesh , Installation and gates were fixed
6. Implementation of a Hybrid Power System
Solar Equipment & Structures - Procurement, Supply ,transportation and installation to the site, Solar modules & equipment , Structural members and frames and with the Electrical cabling:.
7. Construction of Pump house
All substructure work done including
Pump house with Excavation, fillings foundation hardcore, concrete blinding, strip footing, and walling 40cm concrete foundation , All superstructures work including Walling 2.5m thick wall, ring beam, roofing, installation of windows and door and Painting and decorating.
