INNOVATIVE DURABLE SOLUTIONS FOR DISPLACEMENT-AFFECTED POPULATIONS IN SOMALIA

Project Overview

The Ministry of Energy & Water Resources of Jubaland has facilitated Innovative Durable Solutions for Displacement-Affected Populations in Somalia  Project Implemented by ADRA Somalia in Kismaayo Jubaland State of Somalia, the project targets displaced populations by promoting long-term, community-based development solutions rather than temporary aid.

The goal of the project was To facilitate and support durable solutions for displacement-affected communities (DACs) in Somalia.

The project key target were the:-

  1. Displacement affected communities (minimum 50% women).
  2. Youth from displacement affected communities (minimum 50% girls and young women).
  3. Host communities in 4 villages and 8 IDP camps.
  4. Minorities.
  5. Persons with disabilities (10% of the targeted population).

 

Project Key output areas and the Ministry role

The Ministry of Energy and Water Resources of Jubaland has played a crucial facilitating role in the project by:

  1. Leading site selection for key infrastructure interventions.
  2. Providing institutional clearance and approvals.
  3. Overseeing project supervision and ensuring alignment with national policies.
  4. Serving as the official line ministry for energy and water-related project components.

The project had a key output areas of:-

  • Access and uptake of water resources for human consumption increased.
  • Maternal and child health (MCH) status through promotion of Essential Package of Health Services (EPHS) increased.
  • Reliable livelihood opportunities for vulnerable households created through participatory processes for increased income.
  • Agro-pastoral value addition and value chain technologies for farmer groups established.
  • Communities sensitized and empowered on climate change adaptations.
  • Advocacy and uptake of protection services focused on women and girls increased.
  • Community-based protection committees aimed at reducing gender-based violence, exploitation, neglect, and abuse among marginalized IDPs established.

Project Objectives

The Innovative Durable Solutions for Displacement-Affected Populations in Somalia, Kiamaayo District, undertaken by ADRA Somalia with support from the Ministry of Energy and Water Resources of Jubaland, aims to achieve the following objectives:

  • Support internally displaced persons (IDPs) and host communities.
  • Improve access to essential services (education, shelter, water, livelihoods).
  • Build resilience through integrated, sustainable programming.
  • Strengthen local governance and participation in durable solutions.

Project Geographic Coverage

The Project target Geographical Area is Kismaayo District, Lower Juba Region - Jubaland State of Somalia.

Coverage includes urban and IDP areas within Kismayo, including Dalhiska.

Project Achievements

Four MCH (Maternal and Child Health) facilities in Kismayo

Midnimo, Gulwade, Wamo, and Howlaha Marakibta — benefited from the installation of solar systems, improving energy access for critical health services.

Construction of two shallow wells and Rehabilitation of an existing one

Two new shallow wells were constructed, and one existing well was rehabilitated in Dalhiska area of Kismayo District. These wells serve three IDP camps, enhancing access to clean and reliable water sources.

Training and Workshops

  1. Provide refresher training for healthcare workers on essential behavioural health and integrated healthcare.
  2. Train youth (50% female) in agro-pastoral skills and value chain development through Farmer Field and Life Schools (FFLS) or Community Skills Development Centres (CSDCs).
  3. Train community members on Early warning systems and Community-Based Disaster Risk Reduction (CBDRR).

Peacebuilding and GBV/FGM survivors Supported

  • Establish/strengthen service provisions centres for gender-based violence and FGM survivors.
  • Conduct peacebuilding and social integration campaigns targeting DACs and groups at risk of radicalization.

Conducted School Debates and Games

Promoting Social Accountability,  Human Rights and Social Integration through Engaging Schools in Debate and Games

VSLAs exercises conducted for women with Disabliites

Establishment of Village Savings and Loans Associations for Women including Women with disabilities.
