Somalia Water for Rural Resilience Project (Barwaaqo Project)
Project Overview
The Rural Water Resilience Project, commonly referred to as the Barwaaqo Project, is a vital initiative aimed at significantly improving water infrastructure and resilience in Somalia's rural areas. The project is designed to address critical water needs, enhance the quality and availability of water resources, and build resilience against climate variability.
Scope: The project encompasses the development of new water sources, the rehabilitation of existing ones, and capacity building for local institutions to manage these resources effectively.
Phase Expansion: The Barwaaqo Project initially focused on regions including Southwest, Galmudug, Puntland, and Somaliland. The second phase has expanded to include Jubaland and Hirshabelle States, reflecting a broader commitment to addressing water needs across these additional regions.
Targeted Outcomes: The project aims to construct 7 new water points and rehabilitate 3 existing water points in Jubaland. It also includes comprehensive assessments to ensure effective planning and implementation.
Project Objectives
The Barwaaqo Project aims to:
1. Enhance Water Access: Improve the availability and quality of water through the construction of new water points and the rehabilitation of existing ones.
2. Build Resilience: Strengthen the capacity of communities to withstand and adapt to climate variability.
3. Strengthen Institutions: Improve local institutional capacity for effective water resource management.
Project Geographic Coverage
The project focuses on the following key locations in Jubaland State. based on their urgent water needs and strategic importance for regional resilience.
Dhobley ,Diif, Afmadoow , Karnusle, Janay Abdalle,Belet Hawa , Jirole , Dollow.
Project Components
Development of Multiple Water Sources
Rehabilitation of Existing Water Points:Upgrading and restoring old water sources to enhance their functionality.
Institutional Capacity Building: Strengthening local institutions to manage and maintain water resources effectively.
Construction of New Water Points: Developing new water sources to improve access to clean water.
Achievements
1. Baseline Survey
A baseline survey is ongoing, conducted by Care International. This survey aims to assess the economic conditions of communities in the project sites before the project's implementation.

2. Assessments
Assessment Completion: Comprehensive assessments including CIP (Community Investment Plan), ESMP (Environmental and Social Management Plan), CER (Cost-Effectiveness Review), SER (Social and Environmental Review), SS1, SS2, and SS3 have been completed by the Project Implementing Unit (PIU). These assessments have covered 5 sites: Dhobley, Diif, Jirole, Kurun Usle, Beled Hawa, and Janay Abdalle. The CIP for Janay Abdalle borehole rehabilitation is 1000% complete and the draft is currently under review.

4. Construction of Water Dams
Construction of Hafiir and Shaftuug dams in Dhobley were completed and have been cut off by the Minister of Energy & Water Resources of Jubaland with high deligate.

The project has already led to job creation for the local communities including men, wowmen, youth, elders, Minority groups and nomadic communities on the sites in which the project activities is going on currently.

Major Activities Completed
Rehabilitation of Water Scheme-Jana-Abdala
The Mnistry of Energy & Water Resources of Jubaland has implemented Water System Rehabilitation in Jana Abdale site which is situated 50 kilometers north west of Kismayo, it is one of the locations designated for development under the Barwaaqo Project.The Jana Abdala Borehole Rehabilitation Project has been successfully completed, delivering critical water infrastructure to the community.
Construction of Hafiir Water Dam - Diff, Dhobley
The Mnistry of Energy & Water Resources of Jubaland has implemented Construction of Hafiir Water Dams in diff area of Dhobley district, these sites were amont the locations designated for development under the Barwaaqo Project.The construction of the water dam has been successfully completed and were cut off by the minister of Energy & Water Resources of Jubaland and Barwaaqo Project Engineer.
Rehabilitation of Iftin Borehole-Dhobley
The Ministry of Energy & Water Resources of Jubaland has implemented iftin Borehole Rehabilitation in Dhobley district, it is one of the locations designated for development under the Barwaaqo Project.The Iftin Borehole Rehabilitation Project has been successfully completed, delivering critical water infrastructure to the community.This Project is Funded by the World bank , Supported by the Ministry of Energy & Water Resources of Federal Government of Somalia and its directly implemented by the Ministry of Energy & Water Resources of Jubaland State of Somalia.
Construction of Shaftug Water Dam - Dhobley
The Mnistry of Energy & Water Resources of Jubaland has implemented Construction of Shaftug Water Dams in Shaftug area of Dhobley district, these sites were amont the locations designated for development under the Barwaaqo Project.The construction of the water dam has been successfully completed and were cut off by the minister of Energy & Water Resources of Jubaland and Barwaaqo Project Engineer.
